Burst Mode Items are required to Digivolve to the last form possible - 'Burst Mode'. Only a select few can Digivolve up to Burst Mode, and those who are able to, must use items to unlock the final Digivolution stage (exceptions are the Starter Digimon, who may use a Quest Item to unlock Burst Mode).
