The Black Cogwheel Shop is located on the top of Infinite Mountain.
In the Black Cogwheel Shop you can exchange the collected Black Cogwheel Fragments for Black Cogwheels. You always need 3 Black Cogwheel Fragments to replace them with a Black Cogwheel. But you can also get it through quest, the same applies to Black Cogwheel Fragments.
The Black Cogwheel can be exchanged for useful items.
